EERA 2025: New recommendations for the electronic recycling industry
The European Electronics Recyclers Association has published new recommendations on circular economy, rare earths and standardisation of treatment processes at European level.
The European Electronics Recyclers Association (EERA) published in 2025 an updated set of strategic recommendations for the electronic equipment recycling industry, addressed to both policymakers and sector operators. The document reflects major market shifts — from the explosion of electric vehicles to the critical raw materials crisis — and proposes concrete courses of action. Here is what treatment operators and collectors in Romania need to know.
Circular economy: from principle to obligation
EERA advocates the transition from the linear model of "collection → treatment → fraction export" to an integrated circular model in which recyclers become strategic suppliers of secondary raw materials. Specifically, the recommendations target:
- Increasing output fraction quality through investment in advanced sorting technologies (NIR optical sorting, XRF sorting, disassembly robots) that enable obtaining fractions with sufficient purity for direct reintroduction into manufacturing
- Certification of secondary raw materials — EERA proposes a European quality standard for recycled fractions from WEEE, which would facilitate commercialization and increase manufacturer confidence in recycled materials
- Mandatory recycled content quota in new EEE products, similar to the mechanism already proposed for batteries through Regulation (EU) 2023/1542
The implication for treatment operators: processing quality will matter increasingly. A treatment operator delivering mixed, uncharacterized plastic fractions will lose competitiveness compared to one delivering separately sorted, tested, and certified ABS or PP.
Rare earth elements and critical materials
Europe's dependence on imports of rare earth elements and other critical materials (lithium, cobalt, gallium, germanium) is a strategic risk recognized at the political level through the Critical Raw Materials Act (CRMA). EERA recommends:
- Investment in rare earth recovery technologies from permanent magnets (electric motors, hard drives, wind turbine generators) — dedicated hydrometallurgical and pyrometallurgical processes exist at pilot scale but require industrial scale-up
- Selective collection of equipment with high critical material content: electric motors from WEEE, circuit boards with specific components, lithium-ion batteries from all applications
- Dedicated European funding through Horizon Europe and Digital Europe for R&D projects in critical material recovery from WEEE
The CRMA sets a target that by 2030, at least 25% of EU consumption of strategic critical materials should come from recycling. To reach this target, WEEE recyclers must develop extraction capabilities that currently do not exist at commercial scale in Europe.
Standardization and certification
EERA firmly advocates for a unified approach at the European level:
- Adoption of EN 50625 as a mandatory standard in all member states — currently, technical treatment requirements vary significantly between countries, creating unfair competition
- Mutual recognition of certifications: a treatment operator certified WEEELABEX/EN 50625 in one country should be automatically recognized in all member states, without additional audits
- Mandatory certification for all treatment operators processing WEEE contracted through the EPR system — this would eliminate operators treating under substandard conditions
For Romania, where WEEELABEX certification is still voluntary and adopted by a limited number of treatment operators, eventual EU-level mandatory certification would represent a fundamental paradigm shift. Treatment operators investing in compliance now will be prepared; the rest will be forced to adapt quickly or exit the market.
Combating illegal exports
EERA draws attention to the significant volume of WEEE leaving the EU under the pretext of "functional second-hand equipment." Estimates indicate between 1.5 and 4 million tonnes annually at EU level. The recommendations include:
- Mandatory functionality testing for equipment exported as "second-hand" — according to criteria in the Waste Shipment Regulation
- Digital export monitoring system integrated with customs systems to enable identification of suspicious flows
- Cooperation with destination countries (especially in West Africa and Southeast Asia) to reduce the impact of exported electronic waste
Digitalization and transparency
EERA supports the implementation of a digital traceability system at the European level, connected with the Digital Product Passport (DPP) proposed through the Ecodesign Regulation. The vision: every EEE product would have a digital passport containing information about its constituent materials, disassembly instructions, and recycling guidelines. When the product becomes WEEE, this information would be automatically available to the recycler.
Although full implementation is on a 5-10 year horizon, the first product categories (batteries, textiles) are already in the pilot phase. Recyclers who build digital traceability systems now will be ready to connect to the DPP ecosystem when it becomes operational.
What this means for Romania
The WEEE recycling industry in Romania is at an inflection point. EERA's recommendations indicate a clear direction: more quality, more traceability, more certification. Romanian operators who view these recommendations as an academic exercise will be caught off guard when they become legislative requirements within 2-3 years. The most important immediate actions:
- Assess the technical capacity to produce higher-quality fractions (not just coarse separation)
- Initiate or consolidate the WEEELABEX/EN 50625 certification process
- Invest in digitalizing operational records and reporting
- Monitor legislative developments at EU level and anticipate future requirements
