The 6 WEEE categories: How to correctly classify each equipment
From temperature exchange equipment to photovoltaic panels — a visual and practical guide for correct WEEE classification according to Directive 2012/19/EU and Romanian legislation.
Starting from 15 August 2018, Directive 2012/19/EU replaced the historical 10 WEEE categories with a new simplified system of 6 categories. Although the intention was to bring clarity, in practice classification remains one of the most frequent sources of reporting errors. A misclassified piece of equipment affects reported recycling rates, compliance with targets, and ultimately the validity of the entire documentary flow. This guide provides practical criteria and concrete examples for each category.
Why the switch to 6 categories
The previous system with 10 categories (Annex I of Directive 2002/96/EC) generated frequent confusion: a piece of equipment could fall into multiple categories, and the differences between "IT equipment" and "consumer equipment" were often ambiguous. The new 6-category system uses objective criteria — primarily external dimensions and primary functionality — significantly reducing ambiguity.
Category 1: Temperature exchange equipment
This category includes all equipment containing refrigeration or air conditioning circuits:
- Refrigerators, freezers, fridge-freezer combinations
- Air conditioning units (portable and fixed)
- Compressor-based dehumidifiers
- Heat pumps
- Commercial refrigerated display cabinets
- Water dispensers with cooling systems
Decisive criterion: the presence of a refrigeration circuit with a compressor and refrigerant gas. A fan does not belong here (it has no refrigeration circuit), even though it "cools."
Why it matters separately: temperature exchange equipment contains CFC/HCFC/HFC gases that require specialized capture (minimum 90% efficiency per EN 50625-2-3), and the insulation foam frequently contains blowing agents with ozone depletion potential.
Category 2: Screens, monitors, and equipment with screens > 100 cm²
A category dedicated to equipment whose defining element is the screen:
- Televisions (CRT, LCD, LED, OLED, plasma)
- Computer monitors
- Laptops and notebooks (screen exceeds 100 cm²)
- Tablets with screens over 100 cm²
- Large-screen digital photo frames
Decisive criterion: screen surface area over 100 cm². A mobile phone with a 6-inch screen (~80 cm²) does not belong here — it goes to Category 6 (small equipment).
Note on laptops: a laptop has a screen over 100 cm², so it falls under Category 2, not Category 6. This is one of the most frequent classification errors. The rationale: older LCD screens contain CCFL lamps with mercury, and cathode ray tubes (CRT) contain lead in the glass — both requiring specific treatment.
Category 3: Lamps
A category dedicated exclusively to light sources:
- Tubular fluorescent lamps (T5, T8, T12)
- Compact fluorescent lamps (CFL)
- High-intensity discharge lamps (HID): sodium, metal-halide
- LED lamps (including LED bulbs with integrated driver)
- Mercury vapor lamps
Not included in this category: luminaires (wall fixtures, chandeliers, spotlights) — these are classified under Category 5 or 6 depending on size, even if they contain a light source. Note: a luminaire with a permanently integrated fluorescent lamp is classified under Category 5/6, but the lamp must be extracted and accounted for separately during depollution.
Category 4: Large equipment (external dimension > 50 cm)
This is the "catch-all" category for large equipment that does not fall under Categories 1, 2, or 3:
- Washing machines and dishwashers
- Tumble dryers
- Cookers, freestanding electric ovens
- Electric hobs
- Photovoltaic panels
- Large copiers and printers
- Servers, IT equipment racks
- Electric fitness equipment
- Large medical devices
Decisive criterion: at least one external dimension exceeds 50 cm. The largest dimension of the equipment is measured in the configuration in which it is placed on the market (without packaging, but with fixed accessories).
The photovoltaic panels trap: since 15 August 2018, photovoltaic panels fall under the WEEE Directive and are classified as Category 4. Many producers and importers are still unaware of this obligation.
Category 5: Small equipment (external dimension ≤ 50 cm)
The most heterogeneous category — it includes any electrical or electronic equipment that does not exceed 50 cm in any dimension and does not fall under Categories 1, 2, or 3:
- Vacuum cleaners (note: those exceeding 50 cm go to Category 4)
- Irons, toasters, mixers
- Landline telephones
- Small routers and network switches
- Clocks, pocket calculators
- Electric shavers
- Electric toys
- Smoke detectors, thermostats
- Small electric musical instruments
- Luminaires under 50 cm
Note on mobile phones: a smartphone with a 6-inch screen has a screen area under 100 cm², so it does not qualify for Category 2 and goes to Category 5 (not 6 — Category 6 is for small IT and telecommunications equipment).
In fact, mobile phones fall under Category 6, not 5. This is arguably the most confusing distinction in the new system: small IT and telecommunications equipment was deliberately separated to facilitate monitoring of collection rates for this specific stream, considered a priority by the European Commission.
Category 6: Small IT and telecommunications equipment (external dimension ≤ 50 cm)
A subset of small equipment, dedicated exclusively to the IT and telecommunications sector:
- Mobile phones, smartphones
- Tablets with screens under 100 cm²
- Portable GPS devices
- Routers, modems (when dimension ≤ 50 cm)
- External hard drives, USB sticks
- Small office printers
- Keyboards, mice
- Printer cartridges with electronic components
Decisive criterion: primary IT or telecommunications functionality + dimension ≤ 50 cm. A 30 cm wireless router falls under Category 6. But a 70 cm server rack falls under Category 4 (exceeds 50 cm).
How to avoid classification errors
The 3-question rule
For any piece of equipment, follow these questions in order:
- Question 1: Does it contain a refrigeration circuit? → Yes = Category 1
- Question 2: Is the main component a screen over 100 cm²? → Yes = Category 2
- Question 3: Is it a light source (lamp)? → Yes = Category 3
If the answer to all three is "No," the size criterion applies:
- Maximum dimension over 50 cm → Category 4
- Maximum dimension ≤ 50 cm, IT/telecom function → Category 6
- Maximum dimension ≤ 50 cm, other function → Category 5
Common documented errors
- Laptop in Category 6: incorrect — a laptop has a screen over 100 cm², it belongs in Category 2
- Luminaire in Category 3: incorrect — Category 3 is only for light sources (lamps), not for luminaires
- Robot vacuum in Category 4: incorrect if the dimension does not exceed 50 cm — it belongs in Category 5
- Water dispenser without cooling in Category 1: incorrect — without a refrigeration circuit, it is classified as Category 4 or 5 based on size
Impact of classification on recycling rates
Directive 2012/19/EU sets different minimum recycling and recovery rates per category:
- Category 1 (temperature exchange): 80% recycling, 85% recovery
- Category 2 (screens): 70% recycling, 80% recovery
- Category 3 (lamps): 80% recycling
- Categories 4 and 5: 55% recycling, 75% recovery
- Category 6: 55% recycling, 75% recovery
Misclassifying a batch of laptops under Category 6 (instead of Category 2) applies a recycling threshold of 55% instead of 70%. This can mask actual performance below the legal requirement or, conversely, can generate targets that are harder to meet if easily recyclable equipment is placed in categories with higher thresholds.
Correct classification is not an administrative detail — it is the foundation upon which recycling rates, OTR and OIREP reporting, and ultimately Romania's compliance with European requirements are built. A 5-minute investment to verify the category of each piece of equipment prevents months of retroactive corrections.
